Music rights (Pogues) how do you get it

I wanted to get the rights to a Pogues song but I am clueless. I tried BMI and ASCAP but an not getting any response. Does anyone know someone to get ahold of?

You need to get clearance in two areas; owner and publisher. It is tricky and can be quite expensive depending on song, usage, etc. Go to:
