Music Dropping in Rendered File

Have some background music in a piece that works fine in Premiere, but when it is rendered out, the music volume drops when the character talks or other noises. Is there a setting I am missing. So far have not got a good google hit,

Premiere Pro doesn't have the ability to do this on it's own. If you're not using any kind of plug-in for the task (and the fact that you're asking how to solve it suggests you aren't), then the most likely culprit is some kind of normalization in the software player being used to play back the exported file.

That's my favorite, as well. But it does come with Normalization turned on by default.
