mpeg 4 export setting

im trying to export using mpeg 4& h264. but my footage hardly moves and is choppy. could someone pass on the setting for.:badputer:

Frame rate
compressor
Data Rate

Compressor: H264 @ 320x240
Bitrate: 300 (maybe 400, give that a shot if 300 is too low for you)
Keyframe: 300 (for 30fps), 72 (for 24fps)
Audio Compressor: AAC, 32000hz (or 41000), 65-96kbps

Give that a shot.
