Motion tracking reduction. How do I do that?

I want to apply the motion tracking move of one layer to the second layer but at a reduced rate. In other words I want Layer B to move like layer A but only half as much. So if Layer A moves 100 pixels to the right, I want layer B to move only 50 pixels to the right. Etc. How can I do that?:Drogar-Shock(DBG):
 
One way is to use an expression to divide by 2

e.g.
You track your motion as normal, apply to a null . Use a 2nd null and alt-click the position parameter, use the pick whip to link to position parameter of the 1st null, and add "/2" to the end of the expression. So you can parent whatever object/layer to the 1st null (full movement data) or 2nd null (1/2 movement data)
 
There's a videocopilot video that involves slightly stabilizing footage of a police car using exactly this technique. Amadou, exert a bit of effort and you'll find it and can follow along with the video.
