Motion blur?

I have finally tweaked my editing so I can uprez to 720p on Youtube. My last problem is that fast movements. They seem blurred almost. I don't know quite how to explain them.

It is getting interlacing artifacts.

Also make sure that Frame Blending is off.

Probably forgot to deinterlace or set it to no fields on export.
