Motion Blur Problems

I'm trying to apply motion blur to a house exploding done with the Shatter plug-in. I check motion blur on the layer and turn it on for the project, but nothing happens. I know I've done this in the past. Corrupted file or has the effect gone south? Any help would be welcome as i'm trying to finish this by Friday.

Not all effects work with motion blur. There is a "force motion blur" effect - Effects>Time>CCForce Motion Blur - that you probably need to use on an adjustment layer. See this old tutorial for more info
