This music video started out as an experiment to morph between still image sequences to video. It's exploiting the After Effects frame blending tool by taking the image sequences and slowing them down to 400%-500%. There are some interesting idiosyncratic glitch effect that happen during the frame blend. You can check it out here:

It looks like you slowed the clips down so much that they became "stills", then sped them up again, using frame-blending to synthesize the in between frames. It works especially well with the hand-held footage.
