Monitor Recommendations

Recently I picked up a Viewsonic 24" 1080p monitor thinking I was buying an IPS display. As it says IPS on the specs page of the store I bought it from:
http://www.microcenter.com/product/443528/VA2465SMH_24_1080p_Full_HD_LED_Monitor

However Viewsonic themselves never seem to refer to it as IPS. So I don't think it is. I have an old Viewsonic I've had since 2006 which is a 19" and it's been great so I thought I couldn't go wrong with this one. But as it turns out, this new monitor has a lot of ghosting and weird movement when scrolling certain sites like DVXuser. I don't care for it at all. It's not as good as my old non IPS 19" viewsonic. Although it is brighter and more accurate in color.

I would like a true IPS display at 24" with 1080p resolution and preferrably an HDMI input. Also preferrably under $200 if possible.

I'm considering this:

But again I don't know. There are so many new display technologies out there these days it's hard to know if something is a true IPS 8 bit monitor or something that is faking it.

Anyone have any good monitor recommendations?

this is what i have. using a spyderpro4 it's showing a calibrated reading of 99% srgb, 73% ntsc, 77% adobe rgb.

edit: i should note that this is a glossy screen. if you are editing in a room with a lot of light, reflections could be a problem. response time is acceptable for most applications, but i do have to turn on video overdrive if i'm playing a first person shooter.

Thanks for the suggestion. I will look into that.
I just realized I posted this is the wrong forum. Thought I was somewhere else.
