Mixing in animation with live action?

Is there any program that has a way to make your footage look animated? For example, A Scanner Darkly. Something similar like that.

I just watched the Scanner Darkly making of doc. They estimated at the beginning that it would take 350 manpower hours per minute! They said they were way off by not by how much. Assuming it took 500 hours per minute, that's 500x100 minutes= somewhere close to 50,000 hours, from a team working 18 months. There is a program called Studio Artist that can achieve a wide range of looks like turning your video into a Van-Gough for instance.

Lightwave 3D (and other 3D packages) include cel-look shaders that give you a hand-drawn-cel-animated sort of look. I suppose you could import your footage as a frame sequence, render it using the cel shader, and save it back out. Never had call to try that, myself, but it might work (not sure if it can be used on background image sequences, or if it only affects rendered geometry).
