when mixing 60i and 24p you want to edit in a 60i or 29.97fps timeline. Make sure that you uncheck the box in the preferences that says allow pulldown removal on 24p footage. Then when you export to dvd, just create a standard 29.97 NTSC DVD.
I suppose I could just change my project properties back to 29.97 NTSC and then like you said unchick that option for the 24p footage and then render 29.97 NTSC DVD, however, I was kind of hoping to edit in 24p and export in 24p...just wasn't sure if I had to export the 60i clips to 24p before using them
You can work in a 24p timeline with 60i footage, however, it will automatically deinterlace the footage giving you half of the 60i resolution. IF you are going to make a 24p dvd, this is the only way to do it.
Or you could use DVFilm.com's "Maker" software which will convert the 60i files into a simulated 24p. You could then import them directly to your 24P timeline.
I just need to improve scan lines that are showing up on the final product. It only shows up on the 60i footage but it is terrible. A lot of it could be the fact that it is from a low end camera and too much resolution is being lost.

You can do that within Vegas, too. The whitepaper gives a rundown on how.

This is what I was referring to in my original question. They walk through how to "convert" 60i into 24p. However, I was just wondering if that had to be done prior to mixing in 24p footage...or if you could just set the properties correct and then render correctly.
