missing something about zooming on a still

My goal with FCP4:

start will full photo in frame, then zoom in on upper left corner.

The result when I try to follow Ken Stone's instructions:

photo is mostly off right side of screen and moves/zooms to fill frame with upper left of photo.

How do I avoid the mostly blank screen it's starting with?

Set the anchor to the upper left (-360, -240)
