miniatures and scale

what is the best scale for miniature to shoot? i mean if i have a building with tall of 100 meter, what is the best scale i can use to make a miniature for it?

We shot a set that was a base size of 4'X8' . and the ratio was 1 : 30 so the buildings ended up being a little under 6'5". This was effective for what we needed it for. And it worked great for digital compositing.

Depending upon exactly what your miniature subject and shot are, you might consider building the miniature as a forced-perspective piece.
