I want to apply a video level adjutment to an entire project. Is there a way to do that without adding levels to each track and adjusting them individually?

Hey sounds to me like you are asking for a levels color correction treatment applied to all of the layers but you don't want to apply the level to each layer seperately? If so that is simple just add a new adjustment layer and add the the level treatment on that. Make sure it is the top layer. Its often helpful to add cc adjustments to a "adjustment layer" because you can also use play with opacitiy settings.

Another option is to copy level and past on each layer...

The adjustment layer sounds good. Is that called an adjustment envelope though? Not sure where that is.

You can also drop any effect into the preview window, and it will be applied to the entire project as a whole.
