I use Sony Vegas Movie Studio Patinum 8 and theres no masking tool on it. Is there a way to get the same effect using one of the other features on 8?

Not that I'm aware of...I think that's one of the major selling points for the pro version...

There is a way but it will take a long time to get it going.
You basically create a PNG file at project size. You cut down a shape on the PNG to the same shape and same position for the object you want to mask in your video. You then place it on the above video track and you make a child composition track with the video below, and you play with its alpha channel. Something like that should work, but if this is a moving masking object, it will take you forever to do.
