Markers on the timeline - can I create chapter marks without scene on menu?

Hope this makes sense. I want to build in marks on the timeline where the viewer can jump ahead to a particular point, but NOT have all those appear on the main (or secondary) menu of the DVD. In other words, between chapter 1 and chapter 2 for example, which have chapter headings and titles on the DVD menu, there's like 40 minutes of movie, and I want to be able to use the remote control track forward button to hop ahead to another landing place, within chapter 1, before the start of the next chapter (2).

How can I do this, and oh, can I do this... with Premiere Elements 3.0? Anyone know?

Yeah... wish I was working on Pro at this moment. Aw well, I'm getting the firm suspicion that I can't achieve this simple task with Elements...
