rent a fog machine from a local music store.
dirt cheap.
I directed a short last fall, and I got a fog machine for 8 bux for 3 days.
There is also something called a haze machine.
Its less dense, not something you'd find in a music store.
With the fog machine..all you have to do is get a 2x3 flag (or anything)
and push it around/even it up before you do a take or 2.

Better than a Fog Machine is a Haze Machine... but they're more expensive. A Fog machine tends to give a "smoke" look, not the hazy look you seem to be after. You end up having to pump a lot of fog in and then break it up, and then pump some more, and then break it up... and on, and on. Haze Machine puts out a fine haze that allows the light beams to show up nicely.
