i am wondering if there is a quick way to just take a look like buffalo or curahee or blockbuster whatever - and just make it "half strength" or "3/4 strength" across the board of its parameters so that the effect is muted to a specified degree?

If you are using LOOKS, and not LookSuite or Editors ... then just adjust the mix slider to 50%. or whatever level you choose.
This is not in the Looks interface, but under the filters tab on the clip.

There you can even apply the Looks filter to just one area in any percentage you like.

Say you want it to only be in the middle, use a the powermask feature to make a circle in the middle of the image.

So say you wanted 25% curahee in the middle and 50% curahee on the edges: Copy and paste your Looks filter clip, set them both at 25%. So now you have 50% curahee all over. Now use the Powermask feature on one of the filters to make a circle in the middle of the image. Now you would have 50% curahee in the middle (where the circle is) and 25% curahee on the edges. Invert the powermask and you will have 50% curahee on the edges and 25% in the middle.
