magic bullet effects without magic bullet

people talk about having the magic bullet effects without magic bullet, how could they do that even without black diffusion etc. what do you do in premiere to get those effects?

OK. I learned about it. Duplicating the layer, giving blur etc. But that does not take less time to render, but definitely cheaper.

Blur does not replicate Black or White diffusion filters. Blur has more to do with focus resolution. (or lack of it)
