Low level tripods?

[Gohanto]

Just curious, but are there low-cost tripods that go down lower than the average tripod (mine, and it seems most, only go down to about 18"). I'm not looking for those 3" - 5" tripods that can't rise up, but something that can completely cover between 2" - 18" (other than using a jib, which just takes a long time to set up).

thanks

I bought the bowl mount that goes on the ladder...the second one that attaches to the rails [not step]
its the best purchase in camera equip Ive ever made...very versatile. Attach it to a light stand with wheels
and have some fun!
