Looking through scratched glass effect

[take2visualmedia]

I'm seeing this alot more on TV the effect where there is a treatment over the video, best way i can describe is it looks like your looking through scratched or dirty glass. TLC's promo for LA Ink has this look, I'm sure you've all seen what I'm talking about.

Can anyone tell how to get this effect, is there a place anyone knows of to buy/download treatments, I'm sure it's just a photoshop file but I don't know where to start.

Look for grunge or scratch textures. You can also make some. A lot of those things start from photos of rust, broken walls, etc. Sometimes there are scratch brushes and things available on deviantart.com, but there might be some limitations for use because someone else made them...
