hmm if I understand you correct google ken burns effect. Its a process of using PS to extract pieces and painting back in bg then bring that into ae.

And no it has to be done manually.

The only automated approach I've heard was when you supply two stereo pair images, based upon a calculated disparity map the image is reprojected to create a artificial new prespetive.
