Not sure which category best fits this post but I'll try my luck here.

So we have been approached by a client who wants to do a big event involving tens of cars taking part in a 60 mile drive out of town.

They will have a monitoring center with 500 guests watching the drive LIVE.

What will it take to achieve this?

I have been involved in live-stream type shoots before but none that involved moving subjects.

We will be shooting the whole trip both from the ground and air (helicopter).
 
I think you'll need something like the Teradek Bond. It uses cell data networks to split a stream and distribute it over multiple cell data carriers. TVU and LiveU have similar products.
