lines after render??

When my footage is on my timeline and not render it looks good. When i render it i have lines on every thing that moves every 4-5 frames and i dont know why??
 
i always 2 frames that have lines on everyting that moves. Is it something with the seqeuncee settings???
 
Why do you have to render if you haven't added anything?

SOunds like your sequence settings doesn't match the footage, but as I am blessed with the PAL set of problems the whole 24 @ 30/60 framerate problem is out of my league...

i need to render because i put letter box on top of the footage. (not the plugin but bars ive created in photoshop).
