Lighting question. (xenon/flouresents)

I'm quite new to lighting and but one thing in particular still have me
very confused.

In some cases I've seen front lights on cars or flouresent lights having a really nice blue nuance. I figure it has a lot to do with color correction but also the the way they have covrage of the light. (It's not that blown out)

Any one know how they go about this?

Funeralsong was probably shot with Tungsten balanced film and lit with daylight balanced flourescent lights. And of course gone through some color correction to make it that specific tone of blue...
