Lighting for Night Movie (full of neons in Asia)

Anyone been to HK or macau? That's the type of urban background I'm getting on my upcoming short film. However, I would like to be able to light the actors and overall give some texture to the Human elements alongside the beautifull "natural" neon lighting of the city...

I already did an interior short film with lots of improvised lighting equipment (from desktop lamps to chandeleers to Gel on freznell). However, the amount of work and balancing from shot to shot really made it a pain to work with. Now with a lighting budget (of $1000) I really would like a suggestion for an affordable setup mainly for adding a bit of texture to a scene. (I plan to use natural lighting as much as possible). I'm recording in a DVX100a, by the way, and like most of the people on the board, will likely go for the upcoming HVX.

Thanks in advance

Chinesse lanterns are good for providing some extra fill light on the cheap. If you are trying to provide colored light to match the colors of the street 1/2 and full straw were used on "Batman Begins" to match the street lights when they were shooting in Chicago. You could also get some colored regular light bulbs (the kind of thing that you would find in a stoner's bedroom) or even colored PAR spots like these:
