I am trying to recreate a certain type of effect that I have seen. Sort of like light rays coming out of the more exposed areas of a frame transitioning like an additive desolve to another clip. I have seen it done on shows that I wouldn't imagine would take the time to really animate or anything more like a transition but I can't imagine a transition being that sophisticated.
 
If you have AEFX you can use CC lighting effects (plug in) to create key frameable rays. They work particulalrly well if there ids a bvright part of your image to work from.
