If it's a city park, contact the city and ask them. For a county park, ask the county -- state park, ask the state. You may very well need to pay a fee.
"In front of stores"? Is that on a city street? Are the stores open for business? Will their signs and logos be seen in your film?
When in doubt, protect yourself -- get written consent from everyone you can think of.
