Yes, because the head has a counterbalance spring in it that automatically levels the camera, so that when you leave it alone your camera won't just tip over.
 
What camera do you have mounted? It may be too light.

The head also behaves this way with a naked HVX200, but when I add accessories such as a firestore and LCD the head will stay solid in what ever position I choose when tilting.

It's also important to move the mounting plate accordingly to find a good balancing point.

I have an EX1r with no accessories. I had also planned on using it with my DVX. I wanted to make sure I gave room to add on, a matte box, monitor and whatever else I may need.
