I've got just the head (H38) and it works great for me. I use an HVX with few accessories on it if any - shotgun (only when I have to), wireless receiver, vidled. Its got a nice fluid movement and its cheap. Has a nice sturdy build. Sorry, but I've never used the legs.
I have the head and legs - they're very well built, and the action is very smooth. I would like to have adjustable resistance (the default is for a heavier camera, I feel), but at the price, I'd rather compromise on features than quality. I have the larger Libec which also has two stages of resistance; the LS-55 and it's been great so far. Very fluid head and sturdily built. Here's a review of the one you're looking at: http://www.dvuser.co.uk/content.php?CID=150 in case you haven't seen it...

I have a libec crash tripod so to speak. Damn thing just keeps going and going and still works well.
