Were do you find the letter box mask? I think I went through all the fx but could not find it.

There is a letterbox preset in the Pan/Crop controls (which you can easily alter).

Note that if you move your video vertically within the letterbox window, you may see some softening of the image.

If you're looking for a mask instead of a crop, there isn't one. But you can create one fairly easily in the Media Generator. Take the Rectangular Gradient preset and work from there.
