Lens flare from Variable ND filter

I recently had 2 shoots for which I used my GH4, with Voigtlander 25mm and Tiffen Variable ND filter.
Some of the shots had a weird lens flare, even with the sun at my back. I looked closely at the glass and the NDF had some faint smudges which I've since cleaned off.
Any thoughts? Do Variable NDs often cause flare?

Maybe get a higher end filter?

Yeah I get weird green reflections (like a small upside down reflection of the scene. A rubber lens hood over the nd filter does the trick.
