My friend asked me for a band videoclip. And they want to have a "Blade Runner" footage in it. Is there any way it could be done legal? I was thinking of mixing footage of the band with the movie. Isnt there some kind of time duration for a movie that can be used for public screening legally ... or that doesnt apply to mixing it to a new clip ? ... does mentioning that i used footage copyrighted by ... from ... ... change something ? I wouldnt bother for a youtube use ... but i wanna know if for a example local TV could screen that legally ... any chance to get those rights easily ?

You absolutely need to obtain permission from the parties that own or control any copyrighted material.

With youtube already taking down footage even used in non profit fan videos, I would agree not to risk it.

There is no magical time limit ... if it's recognizable and you don't have a license, it's illegal, pure and simple, no matter how brief it might be. Giving credit doesn't do anything either ... you have to have explicit permission from the copyright owners for ANY usage whatsoever (except for those few uses covered under "Fair Use", which this almost certainly would not fall under). Also, whether its for commercial profit or juwst for fun, again it doesn't matter. The offense is in the copying, not making money from it.
