Legal Consultants and Payroll, who does that?

Just wondering has anyone worked on a project big enough to hire someone to handle the payroll to pay the crew and actors.

And also, a company that handle the legal issues for the film. Watching some independent movies, as the credits roll at the end of the movie, I always see "Payroll" or "Legal Consultants" just wondering has anyone personally dealt with things like these for a project, if not maybe you can guide me.

Thanks
