Layover in London 22:30 to 12:00: Anything to Do or See?

I'm considering buying a cheap flight to Philly that stops at Heathrow for 13.5 hours...at night. Is there anything I can actually do in London during this time? Let's say I exit the airport at midnight and have to return by 10 AM. What can I do?

You'll be in a holding pattern waiting for a landing slot or standing in a queue for immigration for most of that time. I'd buy a book

Heathrow is a nightmare. I was stuck there in the middle of the night; no taxis, no busses, practically everything was closed.

Get a book, and bring a sleeping bag and a camping pillow. You're going to be in for a long sleepless night.

the tube (subway) stops just around midnight and Heathrow is miles from anything interesting

and cabs in London cost about the same as a Limo in New York

Or try to arrange a one-night layover. I did that once, was able to get to see many of the major sights in one day. Well worth a one-night hotel stay.
