the kssm comes with no instructions...whats the lever on the side for. it seems to do nothing when i push the button and turn it

The button isn't really a button so much... as it is a means to leave the lever in a position that is out of the way, or will help route the mic cable, or whatever.

With locking knobs like that (even on light stands that have them) you don't want an arm sticking out where it will be in the way. That's why they can be pulled out and rotated on their locking system... so that the lever can still be put out of the way after the joint is tightened and held in place. It's a very handy feature.

While you may not need to change the angle of the KSSM while it's on-camera... you may have a preference about which way the bands favor. I usually mount mine in it's lowest profile position... with the bands pointing BACK rather then forward... so that a short shotgun (or whatever) has zero risk of poking out into frame.

Once you put that KSSM on the end of a boom pole you'll find that being able to change the angle isn't simply convenient but actually CRUCIAL to doing a good job!
