Ken Burns effect in widescreen

Hi
This is pressing me hard because it seems like there should be a simple solution to this but I can not find it. Basically I received interview footage shot in 4:3, but filmed with the black bars on the top and bottom so it is 16:9 footage with the bars. I am using the Ken Burns effect on photos and I can not find a filter/generator that lets me rotate and resize them while still maintaining the black bars on the top and bottom while the photo is in frame. Applying the wide screen filter makes the picture widescreen relative to its size and original orientation, not to the current screen it is on. I hope that I am making sense...

Can't even picture the jumbled mess it sounds like. But the simplest solution to maintain top and bottom black bars is just put them in as solid black jpegs or tiff files in upper video tracks so they layer on overtop everything.

i thought of that, but thought that there would probably be a better solution that didn't require so much video generations
