ken burns effect in CS4?

[dilmandila]

Can I archieve this effect in CS4? If so, how?

Otherwise, I'm looking for a free software that I can use to create this effect. I've tried PhotoStory3, but it only outputs in wmv format, and I do want something that can output in avi or quicktime format, maybe.

I've tried searching previous posts but can't find anything.

Use the Motion effect built-in to every clip by default. Adjust Position, Scale and Rotation as required.

Here are some resources that go into some detail about getting this result in Premiere Pro and in After Effects.
