Keeping A Color

Ok, so i am making a movie and i am trying to make it like the sin city effect. Everything is black and white apart from the blood or lips. I'm trying to figure out how i can take a video, make it black and white, and have blood showing in red. Is there an effect of adobe premiere that can handle something like that?

Can some one give me an idea?

Well, Sin City was in greenscreen (with trackers) and then all the environments where CGI, as for the colour I'm 100% sure I've seen tutorials (numerous) on the net, where you either masked out the portion or did some weird colour correction and with layers in AE.

You will need to do some searching, try out COW's AE tutorials its in there somewhere.
