Jittery Letterbox and Resolution Q's`

I have two questions:

1) When I play my letterboxed movie files in windows media player (and quicktime), there is a "jitter" on the top and bottom edges. It looks like the black border on the top and bottom is shaking up and down. And no, this is not the result of bad camerawork.

2) I'm submitting a short to an online film contest and they're asking to receive the footage as 480x360. How do I change the resolution using premiere?

Thanks!

1. this might be a result of the fine edge of the black bars- the horizontal line is just so thin it's hard to display. is your movie interlaced or progressive? you might import your final movie into a widescreen project and scale it up to crop the bars.

2. try the adobe media encoder. you have lots of control over frame size using different formats (quicktime, windows media, etc.)
