Jitters in the export not in premiere? help

Hi guys - while previewing in Premiere all is fine, then exporting in any setup I get some video with these horizontal lines - all footage is 24pa - used the panasonic 24p option in PPro. How can I fix that? Also is there a way from within premiere to take out part of a video make it fade, like a person in a group of 5 fading away not in a still image?

It is probably an encoding problem that is causing the horizontal lines. I actually had this same problem recently, luckily I purchased the one year tech support plan so they helped me figure it out. This is what they told me...
Export to Adobe Media Encoder. Play the file once it has gone through the encoder and see if it is still doing it. This will test if it's the encoder or not. If it's still doing it your encoder settings may be off, or you may need to download the update off the adobe site.
Just like all technical problems there's like 1000 different possible solutions, these are ust the most likely that they told me. And the first thing I tried did the trick. Hopefully this'll help ya.
