Jigsaw Killer's Voice

Okay, so i think the Saw Movies are amazing and the voice of the Jigsaw killer's voice is creepy. So i've been trying to figure out, is it the actors voice (Tobin Bell) or is it a voice that they have edited. And i was ondering if it is edited, would any of you know how to make it in like audition or another program?

Play around with the "pitchshifter" plugin, add echo, delay, eq... it should'nt be too difficult to imitate

in a short film that we shot last november, we were short on budget and we had an extremely close deadline for a festival, and we achieved a VERY similar voice by simply putting a mic on one end of a cell phone, while the actor spoke through the other cell phone. He doesn't natural have that voice, but he is a big guy and he just spoke a little deeper. Pretty cheap but it sounded good.
