What is the best and most affordable jib to end -or begin- a movement static?
Is it the Vancejib or the Kessler or...?

What do you mean? Static like steady? If the jib is structurally sound, with a rigidized arm (cables / crossbracing), little unwanted motion will manifest unless the operator initiates it. There will also be movement if there is a breeze or the pedestal is on an unstable platform.

For fluid motion, you would see quality bearings at the fulcrum and head and proportional controls with ramping for remote operations.

I mean statically as end (or beginning) shot. I wondered myself which (low budget) jib was the best for this kind of shots.
 
With my Advanta-jib it's easy to get perfectly smooth starts and stops for simple combinations of up/down/left/right moves. Remote head moves are trickier to do smoothly, and compound moves involving the full jib and remote head simultaneously (four-axes) are even more so. Practice is making it easier, but I'm still not as smooth with the latter as I hope to become.

On the other hand, now that my radar is up for jib moves in films, I'm noticing unevenness in them even on some high-budget productions. The good news is that the eye is generally drawn to the subject, which is usually a person in motion, so minor jib-move shakiness tends to go unnoticed.
 
I have A PORTA JIB and I doubt that anything comes close for smoothness. This thing is built well, and because of that it is better to have if you will not be alone. It all (except the weights) fits into a pretty good size case which weighs 95 lbs. It take me all of 4 mins max to set up. I believe that the Porta-traveler is better for getting around quickly, but the standard will hold any camera, 35mm as well, out there.
Try some out and then decide.

I have had a Porta Jib for a number of years and it has been a very solid tool. The only problem I ever had was a couple of the lock arms breaking their seal which meant a little Lock Tight on the threads and then back in business.

The only other comment I can make is that the service and support from the company is excellent. I believe in service big time - and these guys deliver.
