Issues when output to DVD

I'm having some ongoing issues, and I would like to find a cause for this. When I output something to DVD, using encore to author it, I get these weird horizontal lines when the camera is moved or when there is a lot of motion. If I had to wager a guess as to what it is, I think its because of the compression. I have to deliver a wedding on DVD, and I want it to be good quality, so I might try to put it on a Dual Layer disc, and see if those lines are gone...

Any ideas?
