Is Title Safe still 20%???

I'm working on a commercial in premiere and the defaults for action safe is 10%, title safe is 20%.. is that really still the case? 20% seems like a lot to cut off - I havent played w/ old crt's lately but in my experience i've never seen a tv cut off more than 10 (on a really bad tv)

can any of you shed some light on your experiences with safe areas?

The default title safe action is still the same for SD (4:3)

( I can not remember if it is 20% because I am mostly working in 16:9 these days)
