Is this enough computer for AVCHD?

It's a pretty decent system, should be OK. Of course, that's on paper based on the components; don't know anything about this brand or their build quality.

But make no mistake -- greenscreening is tough on a rig, and if it's going to be 50% of your work, you're definitely heavily FX-laden.

Your CPU is probably the minimum I'd recommend. But it should work.

Memory is decent, but consider an upgrade to 24 if you have the cash.

Definitely switch to Windows 7 Professional. Home Premium has a memory limit of 16 GB, so that eliminates the ideal 24GB.

The more memory your GPU has the better. 1GB is a good start, but consider a model with 2GB if you can afford it.

Working with AVCHD, also consider a Blu-ray burner. I'm partial to the quality of Sony/NEC models (Optiarc).

DEFINITELY add at least two more hard drives (one for Projects/Scratch, one for Media). Make the System drive smaller, because all you want on it are the Operating System and programs. So 1.5 TB would be a HUGE waste of space.

There's no motherboard model or power supply listed. That makes me nervous.

That's a gaming GFX, you need a workstation gfx, especially if green screening. Also not knowing the speed of the ram, speed of the hard drive, psu brand, dvd burner brand, mobo brand, sound card/chip brand is very bad. For instance i would want to stay away form a board that uses real tech audio do to its incompatibility with some editing software. I'd also want to stay away form a no name dvd burner that might say dvd's are fine and cause me to send bad disks to a client. This system also has no raid. If a drive fails while in a project, all your work is lost. installing a raid increases speed and keeps your data safe.

My company (Richter Video Equipment) has designed and built several custom editing systems. If you'd like to let me know your budget I can certainly show you what we could build in your price range and come up with a solution to meet your needs. We disclose all manufacturer brands so you know what your buying.
