Is this "blue" look achieved through lighting or editing?

Hi all,

I've been seeing this look a lot lately. And pardon me if it's a stupid question. But is this look done through lighting on set or is it flare overcasts done in post production? I would like to try it out on my next project.
If it's done on set how do you get this blue "Cast" over everything? It seems to lift the shadows substantially. I'm surprised there's no noise in these shots.

You think it's shot in 4K? I feel like I would be able to achieve the look with a digital flare put in there but I'm almost certain it would bring out all the ugly noise in my shadows.
