Is Raleigh Studios a scam?

if you prefer, the scam (or business) is to have free or cheap occupation of the area , low tax, promising local business in exchange.
if all the thing goes to the drain for any reason, they have almost nothing to loose. Some call it good business, some call it a scam.

I have worked at their Baton Rouge facility. It is very nice and seems to stay very busy. I understand from friends that I work with that the same is true of the Detroit location. Both of these were driven by lucrative state incentive programs.

you know anything about the to be french site, everyone i know in france atm say they have no idea when construction and projects start as if the president is deciding, very weird to me
