Is Manfrotto 520BALL adapter universal?

Does anyone here know whether the Manfrotto 520BALL 75mm bowl adapter will fit all makes of tripods with a 75mm bowl? Or is this a proprietary design intended only for Manfrotto and Gitzo tripods? Specifically, I am wondering if it would fit a Libec T68 tripod. A link to the part is below. Thanks.
