Is it possible to open a hdv8 .mov file on a pc?

I don't use PP much but if it's not reading a MOV file then you either don't have QuickTime (or QuickTime Alternative) installed on the machine or it's not a compatible file. If it's not compatible then you'll probably need to convert into an intermediate format like Cineform or another codec. Maybe try to convert it to something more compatible in Mpeg Streamclip http://www.squared5.com/.
