IRE levels and over exposure

Just shot a country video in which the artist is wearing a white cowboy hat throughout. In a couple of the scenes the hat is overexposed, all else is fine.
Is it possible to bring down the white level just in the white areas of the image?
Also, what is the easiest way to tweak the entire video to 7.5 IRE? (I shoot mainly for the web)

wow- that is way overexposed. That's one you live with or you reshoot. When you photograph someone outside like that I'd recommend shooting with a silk - which is essentially a white sheet placed overhead that greatly softens the sunlight and reduces contrast. Then add a little reflected light into the face with a piece of foamcore or a reflector board. It will look a lot better. And that's like 20 dollars worth of DIY hardware.

I agree with Noah, of course.

This might not work for you as it is REALLY blown out... but...

Check out Captain's Blowout Fixer and the tutorial associated with it. It can fix things if there is still some information to be fixed to.
